ニュ (nyu), katakana yōon

The two characters combine into one syllable lasting one beat (mora). Do not give the small kana a separate beat.

ニュ combines ニ with a small ュ. Instead of saying ニ and then a separate vowel, say nyu as one syllable with one beat.
