ぷ (pu), hiragana handakuten

The small circle on ふ gives a p sound. The traditional name is handakuten; it does not mean that p is partly voiced.

ぷ is ふ with handakuten (the small circle ﾟ) at the upper right. The circle changes the consonant to p.
